One way totalitarianism manifests is through Fascism. Adolf Hitler and Benito Mussolini exercised political and social Fascism using a secret police force as an anchor. This anchor was called Schutzstaffel by the Nazis and The People's Commissariat for Internal Affairs or NKVD by the Soviets under Stalin. The secret police is referred to in The United States of America as Gangstalkers. Gangstalkers are a deputized 24-hour covert police unit that have never graduated from police academy or taken an oath of service. They are mobilized in units towards a targeted individual with the intent of doing nothing more than obstruct, disrupt, intimidate and harass him. Gangstalkers pursue a target either knowingly or unknowingly and are dispatched using verbal cues, gestures, signs, colors, and more, and swarm a target, oftentimes with the intent of instigating an altercation with him.
